Menubar Settings->Configure Cookies... brings up a dialog box that lets you choose whether to accept cookies at all when browsing, and if so then what policy Konqueror will use to handle them.
You can also bring up this dialog box by selecting Preferences->Web Browsing->Cookies from the K menu.
